IRRC Approves 15 PPM Sulfur Standard for Heating Oil in Pennsylvania

On June 18, the Independent Regulatory Review Commission voted unanimously to approve a regulation reducing the sulfur content of heating oil from 500 ppm to 15 ppm, Ted Harris of the Pennsylvania Petroleum Association announced in an email to members.

The IRRC canceled meetings in March, April, and May on the regulations due to COVID-19 restrictions and a provision in their law saying they needed to have three of the five IRRC commissioners physically present.

PPA filed comments supporting the final regulation. There were no comments opposing the final regulations filed with the IRRC.

No further action by the House and Senate is anticipated since no comments were filed, but the regulations still need a review by the Office of Attorney General before they are published as final. Harris said the regulations will become effective September 1, 2020.
